A Berlin packaging designer accidentally starts a political movement after a cardboard city model begins issuing real permits.

故事
Marta designs municipal packaging for public campaigns nobody reads. Her cardboard scale model of a better city is mistaken for an official reform office when residents receive permits printed from its tiny windows. The satire becomes real as bureaucrats try to fold the model back into silence.
