The story
In a Gulf Coast future where rainfall is licensed by private fleets, pilot Rowe Kane ferries storm cells for cities that can afford them. When his sister's neighborhood is cut off from the next rain release, he steals a charged weather battery and crosses the hurricane corridor with regulators, smugglers, and a grounded meteorologist racing after him.
