A Kyoto city hall employee ends up responsible for the weekly Monday thunderstorm that citizens file complaints about, just like any other citizen.

The story
The sky works at the complaint desk and remembers every form number. One Monday, a thundercloud with a stamped application appears at city hall and refuses to leave. The storm exposes an abandoned bridge, illegal drainage, and a lonely child writing letters to the weather, and the sky learns that if read carefully, even the city office can guide lightning.

Then Blender, Houdini, DaVinci Resolve Studio 20, Pro Tools, Japanese supervision, and C2PA export follow.
