The story
In Paris, an absurd reshuffle places Clovis at the head of an invented ministry meant to calm farmers. The next day, the clouds really obey his speeches. Polls rise, water tables fall, and his advisor discovers that each displaced cloud steals rain from another region. The comedy turns into a public trial under a storm he can no longer stop.
